Health insurance carriers have announced changes for 2026. State employees can make allowed changes to health insurance through December 31, 2025.
No action is required if you wish to keep your current health plan.
Changes will go into effect on 01/01/2026.
Active state employees who are enrolled in the New York State Health Insurance Program (NYSHIP) are eligible to:
Employees participating in the NYSHIP Opt-out Program will be re-enrolled automatically.
Employees who are represented by UUP are not eligible to participate in the Opt-out Program for 2026.
To enroll in an HMO, you must live or work in the HMO’s service area. The Health Insurance Choices for 2026 booklet lists all the plans available by county. The health insurance options serving Allegany, Cattaraugus, Chautauqua, Erie, Genesee, Niagara, Orleans and Wyoming counties are listed below:

Health insurance deductions are taken per payroll check. View the cost for each of the plans for 2026.
You have the option to change your carrier using the self-service portal, MyNYSHIP. Click on the instructions to learn more.
All transactions can be completed by downloading and submitting an enrollment package to Benefit Services (State).
All option transfer transactions are included. Follow all instructions carefully. Forms and supporting documentation are due by close of business on December 31, 2025.
Download and follow the instructions provided in the enrollment package. Incomplete paperwork cannot be processed.
If you are able to make your change through MyNYSHIP, you are not required to submit any paperwork.

There will be a processing period following the close of option transfer. If you are changing carriers and plan to schedule appointments at the beginning of 2026, keep in mind:
Option transfer is not an open enrollment period. Other changes to your coverage are possible with or without a qualifying event. Changes without a qualifying event are subject to a waiting period before coverage begins.
