Frank J. Puskar, P.E., BS ’79, is the Founder and Senior Consultant of Energo Engineering, a KBR subsidiary located in Houston, Texas, that provides advanced structural engineering for the offshore platform oil and gas industry. He has over 30 years experience with a focus on the design of platforms for extreme loads including hurricanes and earthquakes. He has participated in the assessment of offshore platforms worldwide including locations in the Gulf of Mexico, California, Alaska, North Sea, Russian Arctic, Brazil and West Africa.
Frank is the Chairman of the American Petroleum Institute (API) Resource Group for design of platforms in earthquake regions and was the Chairman of API documents 2HINS for post-hurricane platform inspections and 2INTEX for assessment of existing platforms for hurricanes.
In 2007 he was honored by the US Department of Interior with their Corporate Leadership Award (CORLA) for these efforts. In 2012, he served on a panel for the National Academies Transportation Research Board related to the safety of offshore platforms following the Macondo oil spill in the Gulf of Mexico. Frank also serves as Chairman for the UB CSEE Department Advisory Board. In addition to his UB degree in civil engineering, he has a Master of Engineering degree from UC Berkeley and is a registered P.E. in California, Louisiana and Texas.
